Condition Surveys: Purpose, Practice and Professional Perspective

As an independent maritime professional, the condition survey has become a fundamental pillar of my activity, providing not only a steady source of work but also a gateway to new professional opportunities. In fact, condition surveys have been key to the early success of my freelance practice, fitting perfectly with my professional background, which combines LNG seagoing experience, maritime training and dockmaster duties.

But what exactly is a condition survey? What does it involve, and why is it so important for shipowners, charterers, brokers and insurers? Let me examine its purpose, its process and its practical reality.

What Is a Condition Survey?

A condition survey is a structured inspection aimed at determining the physical and operational state of a vessel at a given moment. It is typically requested by shipowners, operators, charterers, financial institutions or insurers, and its scope varies depending on the purpose of the inspection.

Although the primary objective is always the same, to assess and document the vessel’s condition, the reason for commissioning the inspection may differ significantly. For this reason, the approach and depth must be adapted to the needs of the commissioning party, who is ultimately the client.

Types of Condition Surveys

Condition surveys are not a uniform or homogeneous exercise. Their nature depends on the purpose for which they are requested, the type of vessel and the commercial or insurance interests involved. In practice, the surveyor must adapt the scope, level of detail and approach according to the type of inspection required. These inspections can be grouped into several categories, each with its own purpose and methodology:

  • Sale and Purchase Surveys
  • On-Hire and Off-Hire Surveys
  • Pre-Charter Inspections
  • Damage Surveys
  • Cargoworthiness Surveys
  • P&I Entry Surveys

Below are the most common types.

Sale and Purchase Surveys

When a vessel is placed on the second-hand market, the buyer does not rely solely on classification society records. Class reports may not cover all relevant aspects needed to assess the vessel’s value or operational suitability.

In an S&P survey, the surveyor is expected to identify defects in hull, machinery and equipment, and determine whether they arise from normal wear, poor maintenance, incidents, design flaws or construction defects. Although the resulting report must be factual, it may also include expert opinion and contextual analysis.

The depth of the inspection will depend on initial findings, the presence of class conditions and the information obtained from reviewing records and certificates. Typical areas include:

  • Vessel history: previous operators and owners, flag changes, class changes, PSC history, class status.
  • Statutory certificates (relevance, issuance and expiry).
  • Hull and deck structures, including latest UTM measurements.
  • Tanks, holds, hatches and cargo-handling equipment.
  • Firefighting and lifesaving equipment.
  • Accommodation and superstructure: structural condition, coating, corrosion.
  • Navigation equipment and bridge condition.
  • Mooring and anchoring systems.
  • Machinery and systems: engine room, main propulsion, generators and auxiliaries systems.
  • Visible external hull: structural condition, coating, hull cleanliness, markings.
  • Ballast tanks and void spaces.
  • Dry-docking records, date of next dry-dock and verification of In-Water Survey notation.
  • Technical documentation: logbooks, stability data, equipment certificates, plans.

A balanced, objective and impartial report is essential. All second-hand vessels have defects, some age-related and others more significant. The surveyor must distinguish between them, avoid exaggeration in either direction and provide meaningful conclusions. Recommendations and cost estimates may be included, although not all surveyors are in a position to price repairs.

On-Hire and Off-Hire Surveys

These inspections have a contractual nature. In a bareboat charter, the charterer assumes full operation of the vessel and the owner expects it to be returned in the same condition, except for fair wear and tear.

The on-hire survey documents the vessel’s condition at the start of the contract, including cargo spaces, hull, deck and consumables (fuel and lubricants). The off-hire survey, carried out upon redelivery, compares the current condition with the initial record to resolve disputes regarding damage or shortages.

In voyage or time charters, the focus is usually on cargo spaces and equipment, protecting the owner against damage during operations.

Reports must be factual and impartial, clearly documenting what was observed. Opinions are avoided unless expressly requested.

Pre-Charter Inspections

Often confused with on-hire surveys, these inspections are carried out before a vessel begins operating under a charter contract. Their purpose is to assess the vessel’s suitability for the intended cargo, route and operational requirements.

The focus is on cargoworthiness, equipment condition, regulatory compliance and any factor that may affect performance or port rotation. These inspections are advisory in nature and may include recommendations.

For bulk carriers and general cargo vessels, an ultrasonic watertightness test should be included to verify hatch integrity.

Damage Surveys

Damage surveys are a specialised type of condition survey aimed at assessing the vessel’s condition after an incident. Their purpose is to determine the nature and extent of the damage, identify its probable cause and assess its effect on safety and operability.

These inspections are typically requested by owners, insurers, P&I Clubs or charterers, depending on the incident and contractual responsibilities. The surveyor documents observations objectively, identifies affected components and analyses whether the damage results from a specific event, design fault, construction defect or inadequate maintenance.

The scope may include hull and deck structures, cargo equipment, main and auxiliary machinery, electrical and control systems, interior spaces and tanks. Additional tests may be recommended when necessary, such as NDT, UTM or functional tests.

The report must be factual, clear and well documented, incorporating photographs and technical references. The surveyor may provide a technical assessment and suggest corrective measures, although cost estimation or repair planning will depend on instructions received.

The Role and Responsibilities of the Surveyor

Carrying out a condition survey goes far beyond ticking boxes on a checklist. It requires:

  • Technical knowledge of all vessel systems
  • Holistic understanding of operations
  • Respectful collaboration with the crew
  • Discretion and confidentiality
  • Adaptability to different vessel types and operational philosophies

Preparation is key. Reviewing documents, certificates and history before boarding allows for a more efficient and structured inspection. On board, the surveyor must inspect all areas of the vessel: decks, accommodation, bridge, engine room, tanks, holds, cranes and mooring stations and gather sufficient photographic evidence. It is not unusual to take between 1,600 and 1,800 photographs, of which around 500 or 600 may be selected for the final report.

The Report: The Final Product

The report is the tangible result and final product of the inspection, reflecting the surveyor’s professionalism and technical competence. It must be:

  • Clear and structured, often following predefined templates
  • Accurate and balanced, without exaggerations or omissions
  • Consistent, using appropriate technical terminology and coherent criteria
  • Transparent, indicating uninspected areas, reasons and limitations
  • Adapted to the client, including recommendations when appropriate and following instructions received

Some clients prefer table-based formats, while others opt for narrative reports with photographs alongside findings. In all cases, the report must support decision-making, whether for purchase, chartering, insurance coverage, financing or regulatory compliance.

Timelines, Costs and Operational Constraints

Most condition surveys are offered at a fixed price, making travel costs and operational efficiency critical. Report preparation typically requires 24–48 hours, while the onboard inspection is usually completed in 8–10 hours, provided there is reasonable access and adequate cooperation from the crew.

The surveyor must also familiarise themselves with the specific formats required, which may vary considerably in structure, level of detail and presentation criteria. In this context, flexibility and attention to detail are essential to deliver a final product that meets the expectations and requirements of the interested party.
